How to register homestay in Uttarakhand

The Uttarakhand Atithi House Lodging (Homestay) Rules 3 and 5 (2015) described multi-step application, appraisal, and approval process for registering a homestay. Both the rules were amended in 2016.

The Rule 3 (2015) became Rule 4 (2016). The Rule 3 (2015) did not have any sub rules. The Rule 4 (2016), however, has four sub rules that also cover appraisal and approval steps mentioned in the Rule 5 (2015).

Let’s take a look at the old and new application, appraisal, and approval process for registering a homestay in Uttarakhand.

Application Form

Application Form submission

Submit the duly-filled in application to the office of district tourism development officer in the district where the proposed homestay is located.

Application Period

The department will accept the application thrice in a year. The department will announce these time periods on its website, in local tourism offices, and newspapers.

Character Certificate

Attach character certificate issued by district administration.

The certificate shall not be older than six months.

No Objection Certificate

Attach a no objection certificate issued by development authority / local body / village head in the format given in Annexure III

Appraisal and Approval
Rule 5
After receiving the application, district tourism development officer or regional tourism officer from the district where proposed homestay is located will work as prescribed authority. The officer will present the application to the appraisal committee.

The committee will evaluate the homestay unit vis-à-vis checklist given in the Annexure II.  It will present its appraisal report to the District Registration and Classification / Reclassification Committee.

The District Registration and Classification / Reclassification Committee will approve the units satisfying the standards specified in the rules. It will grade the unit according to the facilities provided.

Rule 4-b
After receiving the application, district tourism development officer or regional tourism officer where proposed homestay is located will appraise the proposed unit and classify the unit as per checklist and standards given in Annexure II.

5-Member District Registration and Classification / Reclassification Committee

Members

  1. District Officer, Chairman
  2. Deputy Chairman of Development Authorities / Additional Chief Executive, Member
  3. Executive Officer of Local Body, Member
  4. Senior Superintendent of Police (District) / Superintendent of Police, Member
  5. District (where homestay is located) tourism development officer or regional tourism officer, Convener / Member

At least three members shall be present in the committee meeting.

Rule 4-d
2-Member District Registration and Appraisal Committee

Members:

  1. Regional / district tourism development officer
  2. Manager of the nearest hotel run by Garhwal Mandal Vikas Nigam (GMVN) / Kumauon Mandal Vikas Nigam (KMVN)

These members shall complete entire appraisal process, including physical verification and verification of character and no objection certificates and registration process.

After completing the appraisal, seek approval from district officer for the class of homestay in which it should be registered.
