Uttarakhand described four reasons for cancelling a homestay registration. In the amended rules, the power to cancel the registration changed hands.

Here is the list of old and new rules governing the process of homestay registration cancellation:

Rule 9-1
Homestay unit shall always maintain the standards prescribed in the rules.

If standards are not maintained and / or tourists complain about bad-behavior of the host, the registration can be cancelled at any time.
A comment on Rule 9-1: What about bad behavior of tourists? No punishment is defined for such cases. Who will decide who behaved badly, tourist or host? Any mechanism for solving this disputes if arise. Any redressal system for these disputes.

If the owner is involved in a legal case, the registration shall be cancelled.

If the irregularities are observed, the owners shall be given a chance to defend themselves before taking any action against them.
If the response is not satisfactory, concerned district / regional tourism officer shall recommend cancellation of registration and present the case to the District Registration and Classification / Reclassification Committee.
Then District Registration and Classification / Reclassification Committee shall take a necessary action.
Rule 8-3
Same except a major change: the power to cancel registration is transferred to district tourism development officer or regional tourism officer from the Registration and Classification / Reclassification Committee. So the tourism department gains more control over homestays.
Rule 9-4
If the owner makes any changes in the prescribed facilities, the owner shall inform the concerned district / regional tourism officer within thirty days of the change. Otherwise the registration shall be cancelled.

The owners of all Uttarakhand homestays shall follow the above rules to avoid cancellation of the registration.
