The Government of Uttarakhand Culture, Tourism and Sport Section-I has made the following amendments in the Rule 9 of the Uttarakhand River Rafting / Kayaking Rules 2014 as per the notification no: 1889/VI/2014-01(03)/2013 dated September 7, 2015:
2 new sub rules have been added to the original rule:
Sub Rule 9 (3)
A limit has been fixed for increase in the fee. The rates shall be increased by 5% every year.
Sub Rule 9 (4)
Daily fee for a rafting expedition is set at INR 500 per raft and that for kayaking at INR 100 per kayak. A safety kayak accompanying a single raft is free.
The State government may revise these rates as and when considered necessary.
Earlier only registration fee was charged. The 2015 amendment rule specifies two fees: annual “registration” fee and “operational” fee. So the total operational fee would depend on the amount of business. Small outfitters will therefore proportionately pay less than the big outfitters.
The amended Rule 9 thus currently has 4 sub rules.
Changes in Sub Rule 9 (2)
In accordance with Sub Rule 9 (2), fees for the commercial river kayaking and rafting mentioned in the original Annexure – C of the Rules 2014 has been revised. These (registration) fees have been slashed by 50 to 80%. Reduction in the kayaking and rafting fee varies from 50 to 65%, whereas reduction in the respective environment fees is either 50% or 80%.
The highest cut is in the rafting environmental fee. This fee has been reduced by 80% for all rivers mentioned in the annexure, except the Ganga (-50%).
The kayaking environmental fee for the Alaknanda, the Ganga, the Kali, the Tons, and the Yamuna rivers have been reduced to half in 2015 vis-à-vis that in 2014. However, kayaking environmental fee for other rivers fell by 80%.
